Digi Claydol actually came first. Shakkomon is a “gen 2” Digimon (he debuted in the second season) and Claydol is gen 3. That said, I’m fairly certain that concept just shows up all over Japanese media. It’s even in Animal Crossing.

Because Bandai. The best case explanation is that they were just using kind of small artwork at the beginning and grandfathered it in, worst is that they expect to sell books with full size. There was a Japanese person who showed off the problem with the amount of visual information to the size of the images by comparing Seadramon and Seadra's images on official site, but I can't find it through lazy search.
At least sometimes they upload decent size to Twitter.

They actually aren't that bad, it's only when they branch do they start to fuck around, like if Charmeleon could become Dragonite or Dragonair could become Gyarados in addition to their regular lines. Shakkoumon comes from Angel + Bulky Monster, so it becomes an Bulky Angel, it still fits a theme like Remoraid to Octillory.

to be fair, silphymon and paildramon/dinobeemon look like they just mixed and matched parts while shakkuomon is more subtle and thematic making then clash when compared. Not playing favorites, since I prefer them all separated, but I can see where the hate comes from
