can someone explain why the alolan starters are given on the isle of armor but aren't in the pokedex?

Because they’re not native to Galar. You’re filling the Galar to Pokedex, and you’re being gifted exotic Pokémon from halfway across the world by a stranger with no relation to the professor who tasked you with filling the Isle of Armor dex.

Of course, there exists Slowking, which is technically not native to Isle of Armor, despite being part of the dex, but that’s just because the Galarian Slowking hasn’t been released yet.

Persian and Cofagrigus aren't Galar native either, and are only available through in-game trades, but are in the base Galar dex, so even without Galarian Slowking, there's precedent for it getting grandfathered in.
