if you introduced boots back in Gen IV, I don't think it would have changed anything. the mons you ran in spite of SR you'd still give LO/band/specs to, and the mons who needed boots just to compete wouldn't hit hard enough to justify a place on a team.
in theory, boots should lower the power level of OU but for offensive mons, it's being run on monsters like Cinderace and Volcarona while boots are staples on defensive mons that don't care about offensive moves to begin with.
so boots don't reinstate the problem so much as create a new problem with about 10-15 specific mons, the rest of which are still shit in OU with or without boots
