As you can tell this is a complete rework of Typhlosion, the reason why it is now Fire/Ground is due to Typhlosion being a badger that is the themed around Volcanoes, it should be obvious the relationship Volcanoes have with ground (there's also precedent for Volcano themed pokemon to be fire/ground type with Camerupt),while badgers are also burrowing animals, with there being numerous fairy-tales that play up this aspect of them (most mammalian ground types are based off burrowing animals anyways such as Excadrill and Diggersby).
The stat spread is completely changed, due to the previous one being exactly the same as Charizard, and not reflecting the aforementioned volcano/badger theme particularly well. Which is why it's stated as a mixed bulky attacker.
The new moves are meant to better represent Typhlosion's pokedex entry (hence Self-Destruct, Rage and the dark type moves), better reflect the amniable nature of badgers before attacked and it's ferocity when it is (Calm Mind, Mirror Coat, Snarl, etc), and just so it can ultilise it's new typing, alongside making it more versatile.
The suggested new Abilities are mainly for the sake of better fitting in with its aforementioned themes.
