When you're at a far higher level than your opponent you can just kind of hardass it and beat down stuff that should be able to destroy you if it was a fair fight. Pokemon battles are rarely fair, though. Also, Bea could have vastly better stats than Hypno too, the same way a similarly leveled Blatoise can usually beat a Sunkern despite being weak to grass. Hypno only has 67 speed, a measly 70 defense, and only has 73 Special attack to hit Bea with. We don;t actually know Bea's stats but they could vastly outclass Hypno's and allow her to hardass the fight and beat something she's normally bad against. For all we know, Bea could have an ungodly high special defense stat due to her willpower and disciplined training, and she most likely has an ungodly high speed and attack stats too. This could also make the fight unfair in Bea's favor. The inherent unfairness in pokemon is part of what keeps battles interesting.
Being on the right side of the elemental rock-paper-scissors helps but it does not guarantee victory if you are outclassed in the combat department to a high degree.
