Nidorino doesn't get anything useful from its lvl up pool (most gen 1 mons don't) so as soon as you get a moonstone just go for it

pikachu on the other hand continues to learn useful moves

in rbg it learns thunder at 43 as the last move which is useful if you want to save the thunderbolt tm

in yellow it learns thunderbolt at lvl 26 so unless you want lightscreen you're good after that

In yellow pikachu learns thunderbolt without using TM, but starter pikachu doesn't evolve because mascot.

Nidorino doesn't learn anything interesting (double kick at lv 50? yikes), all of the good moves for Nidoking are via TM
