I remember all of them just fine, though a couple of names escape me. The characters, their types, appearances, are all memorable enough, you just don't interact with most of them enough for them to leave a lasting impression.

Not really shitting on old Pokemon but actually giving Gym leaders appearances/characterization outside of a basic outline and them just being a Gym Leader started more-or-less with Gens 4 and 5.
There are very few moments in Gens 1-3 like that image for example, or stuff like Crasher Wake and Barry, Bugsy in National Park, or even seeing Janine and Falkner argue about their dads.
Maybe for Champions like Lance or Steven, I guess.
Elite Four members like 99% throughout the entire series get the shaft though, seriously.

Because the gen 5 gym leaders interacted with the story and were, you know... written

If they bothered with the gym leader writing in newer games, we would see this type of scenes more often

Gen 5 is much more similar to Gen 6 or 7 than it is to 4 or 3. Personally I consider it mid-gen if anything, but non-extreme opinions don't tend to be popular here.

Gen 7, the Kahunas and the Tapus, facing the Ultrabeasts (actually the Kahunas had more screen time than any Unova leader). Captains having a more prominent role in the story and also being able to come back to their houses and battle them later or in postgame.
