No, it's not overpowered because it's good on stall.
It's overpowered because it's good on stall, balance, bulky offense, literally any team that needs a defensive pokemon. Toxapex is a braindead blanket check to literally every pokemon in the metagame.

Physical attackers can't switch in on it for fear of scald burns. Even special attackers don't want their item knocked off in addition to burn/poison chip damage. There's no real counterplay to Toxapex. The typical means of dealing with such a passive wall don't work on it. Want to set up on it? You get Hazed. Want to out-stall it? It's immune to Toxic and Regenerator compensates for hazards. And the cherry on top is that all three of Pex's weaknesses have immunities. Mandibuzz alone covers two. Toxapex requires minimal support, just a couple of teammates for a bread and butter defensive core. Only choice users can even hope to 2HKO it, and even then, they can't switch in for the aforementioned reasons.
Toxapex is THE most difficult pokemon to switch into in the whole tier. You can't beat it without effectively sacificing at least one of your pokemon. It's the same kind of effect top tier sweepers and wallbreakers have on a meta, except this shouldn't even be possible with a pokemon meant to be a passive wall. Toxapex completely warps the whole metagame around it.
THAT'S why it's broken.
