Because it's pretty fucking obvious that Froslass would be an equally good physical attacker as special attacker just based on stats.

You can still click spikes when running specs/scarf/band, you just need to switch after. Useful when you expect your opponent to switch and your attacks aren't going to deal any useful damage.
