Missingno is a glitch, it isn't an official Pokemon and the only time the makers of the game acknowledge its existence is to tell players to avoid it. Nobody created Missingno, they have made no effort to trademark or do anything official with Missingno.
Does that mean that Missingno is technically a public domain character that anyone can use as long as they avoid referencing Pokemon directly?
