Yes. Item clause is also fair and balanced, because you actually have to take the fact you'll only get one leftovers, boots, life orb ect into consideration when team building.
All in all, I like boots. I see the need for stealth rocks because flying types coming in for free is WAY to good, but giving people options to play around things encourages creativity.

No, hazards were the lazy and poorly conceived crutch that only had poor counters which were still such a threat to the crutch that elaborate counters were strategized to negate.

No, in reality stealthrock still has 100% usage.
The only difference is now defensive Pokemon stick around way longer and the average turn count increased by like 40.

the lack of item clause has never been a problem, if boots spam is too good the problem is boots. now with that being said, it’s not clear that boots are actually too strong or ‘uncompetitive’ rather than just really really annoying
