How?

This shit keeps on happening to me and I don't know why. I had an opponents Pokemon
out speed my Dragapult then after I used trick room it out slowed me and went first again. I don't understand.

People using Curse are so few that they're grouped up into the "Other" category in the stats.
People run Substitute and status moves, but the status moves are to make Hex stronger and the Substitute is so that it can set up more safely (since bulk isn't exactly its strong suit).
I have never seen a stall Dragapult, so it seems like a weird thing for OP to have mentioned.
