Is it any different than say "cute charm" where if you hit the cute Pokemon you have a chance to fall in love with it? Is all the physical contact and assault that titillating? Or is it like the previous example, and pheromones are just being released as a defense mechanism, or said Pokemon has a high P. production to begin with.
It's like the pheromone power of Marvel's Jessica Drew A.K.A. Spider-woman. No one has accused her of assault, though she can "attract" unwanted attention.
