It is, because, again, there is no definitive or "proper" definition of a dragon. Medieval dragons looked very different from modern fantasy dragons. You can draw anything and call it a dragon. This has always been true.

"Four-legged lizard with wings" is much the definition of a dragon as "tiny humanoid with wings" is the definition of a fairy. AKA, not the definition at all because most depictions don't fit that description.
