they started out as a kinda crappy type, even the ones with high base stats like scyther and pinsir had no moves, but as the years progressed we got winners like heracross and scizor that made the type alright.

Pretty much this. If you put even weak moves like Bug Bite or X-sissoir back in gen 1-3 you would've seen a lot of bugs at thier prime.
