No, just remove them from starters entirely, make their HAs their standard abilities, and then give them new HAs.

Checked, but then what would the new HAs be for each? I'd personally give Samurott's swift swim and Blastoise's mega launcher, maybe give Sceptile's chlorophyll too.

Eh... I don’t really have the energy to give ALL starters HAs, but Samurott doesn’t need Swift Swim, it needs something that hardy battle armor look.

At the very least, Incineroar should get Guts.
