When you present a character as undefeated, there are a few directions you can take it in:
>A ChallengeYou aspire to reach their heights and then take them down, because the challenge is there.
>A Stepping StoneThe character is defeated before the climax by you or someone else because the scale of things changed at some point after their introduction, and you will have to go even further beyond the perception of how good they are.
>A ConstantThey started undefeated and they stay undefeated. This one isn't really suitable for video games unless you write the character out of the story so that challenging them never becomes necessary.
Leon is presented as the first one, and stays that way. It's kind of flat, but it's serviceable. Furthermore, he's described as never having lost AT ALL which isn't very believable. Once you start mixing in other things about him and his place in the story, he becomes pretty dull. He's just a really strong trainer that exists so that you can overcome him; he may have some personality, but he's actually just sort of boring because he's not dynamic.
