Nigga stall has been relying on multiple Leftovers since Gen II. Granted, multiple Shash/Scarf users aren't as viable now as they were in the past, but they've been a problem before.

Without Leftovers walls that don't have reliable recovery are less efficient.

Even as someone who enjoys smogon a lot as is, I don't have a good argument against item clause besides the fact that the metagame is built without it in mind and it would throw everything into disarray in general and ruin everything for at least a few months. And its absence isn't a major issue so if it aint broke don't fix it.
From a teambuilding and gameplay perspective it would be interesting to play with or play around a wider variety of items and the fact that items cannot be repeated.
Would an item clause implementation in the long run turn out to be a more fun and competitive metagame? Maybe. But its too late to really do anything about it, ppl will seethe to hard and a lot of tourneys would be griefed by this.

Boots are the only item that's a problem.
Hazards keep switch-heavy playstyles like stall and volt turn in check, forcing the player to actually use their brain and assess risks, and the boots eliminate that.
It's telling that for the first time since gen 5, Blissey is better than Chansey. Being able to switch for free is more valuable than bulkiness, even for a mon that's meant to be a wall.
