Volcarona and Scizor were the only bugmons in OU in gen 7, and they're the only bugmons in OU now.
Turns out that bugs who are actually good are good enough that players are willing to play around the pebbles weakness to use them.
The boots don't help your bugs nearly as much as they help fat walls and mons who love to incessantly switch out.
