Lucario disappeared when Gen 5 started and only came back towards the end because Zoroark wasn't loved as much.

Lucario's popularity may not have started off organic, but it certainly is organic now.

Charizard was in that same game too lol
It was a member of that rescue team with a fucking Alakazam and Tyranitar - two Pokemon that actually have reason to be seen as some of the strongest Pokemon in the land. Charizard just gets tacked on to them as though he's powerful too and not just a generic starter.

Charizard was forced since day 1.
Venusaur and Blastoise got zero shilling while Charizard was born to be shilled.

Venusaur didn't get his game outside Japan.
Blastoise got his game late in Japan.
both didn't appear much in the anime and thier base forms didn't evolve while Ash's Charmander evolved twice and Charizard had a spotlight in many seasons.

Incineroar got a ton of pushing in those regards (except spinoffs, because all Gen 7 had was Detective Pikachu, a Pokken port, and mobile games) and clearly fared a lot better from it.
