In Summer the villain could be sort of Maxieesque, and at some point the region becomes a scorching desert, or you're trying to stop that. Or maybe the heat suffocates all living beings and you have to stop it? As for Winter, maybe the threat could be an avalanche/storm that could bury the entire area in snow, or temperatures so low everyone freezes? And again, it must be stopped. Maybe in Summer you actually get the Winter legendary who'll help you bring the temperature down, and in Winter you get Summer's, who'll thaw everything and bring warmth.
