Only after they realized this did they start distributing it at events, but there was never legitimate method of obtaining it in-game outside of events, leading to people looking for methods of obtaining it.
With mew the most popular rumored way to obtain it was the truck, with luigi it was the statue at the courtyard. Neither was an intended method of obtaining it.
Aside from the fact that mew ended up in the final game in one way or another and luigi didn't, both situations are very similar.
