If they really wanted everyone to play doubles, they'd man the fuck up and force the main campaign to be doubles-only outside of select instances like Wild Battles.
But they don't have enough faith in their audience to handle four Pokemon in-battle at most at any given time, plus they'd have to make two sets of starters or force a designated, singular shillmon into your party.

Ever play Pokemon Colosseum? Genius Sonority figured it out good and simple. It's not hard to figure out, but you have to be willing to break formula, which Game Freak probably won't be.

Colosseum didn't solve the pacing problem though. A normal pokemon game with only double battles would make every battle take twice as long and would get boring very quickly. That's why LGPE coop sucks
