Their stat in question would have the difference between an IV of 2 and IV of 31, not considering natures which would multiply the total including IVs and EVs by 1.1x (iirc) and still come out with the total being the difference of an IV of 2 and 31
IVs and EVs are separate from one another, though they add to the same stat total, so having a lower IV will lock you out of hitting a higher number if you need to hit 31 in the IV + 252 in the EV. Having a higher IV only locks you out of having lower numbers, like if you want the lowest possible speed for trick room or something.
Example, you add 31 and 252, you get 283. If you only need 260, you could have as low as 8 in your IV since you can max out the EV investment, but you can't hit 283 without a perfect 31 IV. If you have a perfect IV and only want to hit 260, you could add 229 to a perfect IV and dump the remaining EVs in another stat.
