It feels like every regional bird except for Unfenzant has that makes special and at least somewhat memorable.

I would say it's at least as memorable as Swellow. Pelipper takes a lot of the Hoenn bird attention.

Should've simply evolved into a Rock Dove. Considering you have both pigeon bred as showbirds and carrier pigeon to work with there is a lot of material to make a good design. Then again, this is the same franchise that put Tyrantrum in the wrong region as well

Unova isn't the America region, it was the multiculturalism (from a very Japanese view of multiculturalism) region.
It's why you have FRANCE FRANCE FRANCE combined with Japanese uniforms and British bridges.
The American elements are there but lol so are Egyptian and Chinese.

if swellow is memorable based off of 'it's a special attacker' and the best you can say about toucannon is 'same as swellow' then unfezant is memorable off the fact it has such distinct gender differences and is a powerful crit machine. fuck, swellow didn't even get boomburst until gen 6.
it only feels so forgettable because talonflame and corviknight are so memorable, but toucannon also is pretty lame

How can you forget such a heinously ugly Pokemon with an ironically based name that evolves from a literal pidgeon.
Tranquil, however, is defintitely the least remembered Pokemon because of how much of a literal boring bird it is.

only toucannon, talonflame and corviknight are worthwhile. the rest of the pokemon you mentioned are just fucking dull. Fearow line is better than pidgey, Wingull line is more interesting than swellow.

At least the Pidove line isn't a solid 15% of the catchable pokemon in its region like Starly is.

I think that in every country there is a bird that is popular for its characteristics. Roughly speaking, each country has its own bird. Even Africa has its own bird. In Africa, it's a hawk. If you only knew how interesting is this bird. I just wrote a report on these birds. I learned a good deal of new information.
