Instead of making Stonehenge the pokemon directly, make a pokemon that has a connection to Stonehenge. A pokemon that lives inside of stonehenge circles, or migrates between circles would be better.

You have to get even weirder with it.
Have 3 or 4 bodies connected like pic related in an open circle. No arms. Each leg has a different rune. The faces are instead a hollow coconut open face, like a shy guy mask. The face holes and leg runes glow when it (they?) attack. Add something more visually interesting on the heads to complete the design.

Now it works much better as a mysterious rare ancient Stonehenge pokemon with a appeal that matches the weirdness of that concept.

Just change the cartoony Turner face
The shiny looks better because the eyes look like just another one of its spots. Or go for something like the Klink line and replace an eye with one of the crosses on its legs.

make a prevolution that represents the "rock stacking" phenomenon. Basically a cute pile of stacked pebbles

Then make this thing old, give it a stone mustache/beard and big eyebrows that aren't just pasted on the face, but actually are carved onto the head to make it look more natural. Make it resemble stonehenge more literally when it is asleep/dormant, but when it awakens it reveals its full body. Kind of like a transformer, but not that drastic of a change.

Make it more beast like instead of humanoid. Three pillars making up the front legs, three pillars making up the back legs, a pillar connecting the two pairs of legs, and a vaguely head shaped block as the head.

i think the arms and the hat look stupid as fuck, the whole thing looks like it was drawn on a napkin last minute. stonehenge doesn't even have square stones like that!without dropping the cute/weird look, i'd do it like this, more like stone henge before it was repaired. big arms made from fallen standing stones, but it doesn't even necessarily need to use them as arms. they could be purely symbolic and move things with psychic powers instead. oh it should also have been rock/psychic or rock/fairy.

Tie it into the actual lore of the region, instead of being version-exclusive.

eg. A quest to find something among the stone circles at Turffield (missing Pokemon? Lost item? Your first Wishing Star?) and if you head inside the wrong circle, the stones come to life and attack.

Sort of this gen's Snorlax/Sudowoodo as a story roadblock
