My guess would be that with Gen 2 it was a style choice, but later Generations it became the norm.

Kind of a shame that this roster has SO many cutesy mons. Gen 1 has a large plethora of "threatening mons" and that's how I like it.

The gen 5 starters at least aren't boring. I won't say the designs are great, since that's an opinion, but the Gen 2 starters just do everything they do worse than other starters do it. Fetaligatr has the best chance, but the other 2 are just weaker clones of the Kanto starters.

They were bright and colorful, like Gen 1. Sinnoh had a lot of blues and purples, Unova had a lot of dark colors...the color balance as a whole generation has been off for a while.
