Not really, in that case it would be a very good trick room sweeper. 132 SpA + item 100% accurate Blizzard spam is quite scary, the bulk is pretty good too.
The problem with the mega is that it was a mega, and it can't just compete against the higher tier ones.

not that stats matter jack shit when you have 7 (seven) weaknesses one of which is a x4 to one of the most common attacking types in the game

Ninetales is weak to SR (horrible for a weather setter who you know, always needs to keep switching in to keep up weather and counter other weather setters), is very frail, is very weak, and has to give up icy rock in favor of light clay.

Ninetales is a good aurora veil setter for HO. It's not a good hail setter.
