It's not a loud angry punk, it's a gorilla who keeps harmony in the area it calls home. I think his hair is fine as well, though the cowlick is a bit silly (and I'm pretty sure it was put there for the "no pokemon can be too cool" reason they gave a while back).
Honestly I think it's the majority of it's animations in-game are good: it's constantly rocking back and forth like it's keeping a beat going in it's head, which is a good idle animation for a musical pokemon, and his hand movements whenever he puts out the drum seem to imply that he actually keeps the sticks in his leafy sleeves; which both makes sense and gives that part of his design a purpose. The only reason they pop in is because GF didn't know how to make them smoothly slide in so they took a more choppy alternative. And I can believe them shafting him on that front since they kinda shafted both Grookey and Sobble's lines.

He probably uses Wood Hammer by just grabbing the stump and bashing the opponent upside the head with it.
Some of his attack animations could use work but aside from that I think he's honestly pretty golden. I don't even think his current attack animations are that bad. I'll admit it's a matter of preference or taste, but I think Rillaboom is a solid mon and he's personally one of my favorite pokemon of all times.
