They're ambiguous creatures that borrow various carnivore traits. Not every Pokemon has to be literally my mom's dog.

Yeah, Eevee is basically supposed to be some vague fluffy dog/cat animal. Because it was designed after a childhood memory of seeing an animal in the forest that wasn't recognizable.

Source? I haven't seen Motofumi Fujiwara talk about designing Eevee before, Atsuko Nishida seems to have talked more about it since she designed most of the eeveelutions at this point.

In the 2018 artbook, EVs, Motofumi Fujiwara revealed that Eevee was inspired by vague childhood memories of an unknown creature he encountered in the forest. Though it wasn't based on any distinct animal, Fujiwara mentioned that Eevee reminded him of a fluffy cat or dog-like creature.

i've seen some interview once in which it was said they are just designed to be a pet with instable dna. containing dna of various pets like cats, dogs, bunnies, maybe it was fennec foxxes too. basically they are all at once. just some eeveelutions have more characteristics of one type than the others. like for example espeon has clearly more feline characteristics. it's still technically part dog

it's pokemon, they are fictional. people trying to force one category on it is stupid
weavile for example acts like a cat too but is technically canidae

Eevee = mix of a bit of everything
Vaporeon = ambiguous creature with several aquatic traits but a face reminiscent of a cat
Flareon = mix
Jolteon = has a snout reminiscent of a dog
Espeon = this one is a 100% cat, since it's based on the nekomata
Umbreon = face reminiscent of cat but overall ambiguous
Glaceon = mannerisms reminiscent of cats, but body wise ambiguous (also Vaporeon has a :3 mouth whereas Glaceon has a :) one)
Leafeon = ambiguous while incorporating natural elements
Sylveon = the one that's the most "magical creature" of all without really relating to any animal
