In Gen 5 it was a postgame only HM used for literally one area, so it's a non issue
and then for ORAS, it was just a worse Waterfall.
Not sure why the dude said Flash is acceptable. Flash was hot garbage up until Gen 4 but by then, it stopped being an HM. Imagine using a 70% move that does no damage, only lowers accuracy, when Sand Attack is infinitely better in every way possible?
