The Poison type has a lot of mons that are based on venomous animals and flora. But sometimes Game Freak artists like to take a non-living thing and personify it. Poisonous sludge inspired Muk, toxic fumes inspired Weezing, and unsanitized trash inspired Garbodor.
If I asked you to draw a new Poison pokemon that isn't a animal or plant, you'd probably make a sludge monster too. Even though you weren't trying to be political about pollution.
