It's literally just Blissey, Tornadus, and Mandibuzz.
Literally every other defensive mon is using Leftovers or Black Sludge.
You're complaining about something that barely does anything for stall. Evolite did far more than Boots have.

Eviolite doesn't help it as much as you think since the benefit of the added bulk is lost to stealth rock
the opponent need only switch to a scyther check and scyther is still toast
with boots you can switch out repeatedly without issue
