The script in the episode stated that Tierno's Raichu was female, through Clemont mentioning that Attract didn't work on Tierno's Blastoise because both Sawyer's Slurpuff and Blastoise are male. (This implies that Raichu is female.)
OLM fucks up most gender differences, and they simply portray *all* Pokemon of a certain species with the gender difference in their Sugimori art, rather than their actual differences. This is why we don't see female Magikarp, female Gyarados, and why all of Koromi's Heracross in this episode just so happened to be male. (You'd think the Bug collector of Sinnoh would want to catch female Heracross, too.)
Gender differences are rarely touched upon in the anime, which is a fucking shame.
