Definitely Lugia. It had the movie while Pokemania was still a thing and Ho-Oh's design is seen as a little bit more generic.

Ho-oh has been the better one in competitive since gen 5 when it got regenerator (in gen 4 they were equal).

Ho-oh is going to get even better in comparison too, once it gets to use the boots.
