This Plasma actually had a fucking point in BW. Lusamine brought in space Aleins from different world that could potentially destroy the Aloha region as a whole, and even her own kids ran away from her beacause of this. The only competent evil team in all of Pokemon was Cipher, who had an entire region under their thumb, equipped their grunts with pokemon better than rats/bats, and even had legendaries like Lugia, the legendary beast trio and the kanto bird trio under their control.

The most logical one is honestly Giovanni. Yes, yes, I know, KANTOOOOO, but let's be realistic here: everyone else is either trying to capture god-like monsters or achieve world domination through forces beyond their control.

Giovanni's plan is almost comically simpler in comparison, but he's much more successful: just run fixed gambling/casinos and do underground smuggling operations to get money. And he gets a lot of money. The only reason he stops is because he decides to stop.

Runner up is Ghetsis (who actually fucking succeeds in raising N to capture the legendary, beat the Champion, and the USUM version even managed to kill N and take the dragon after the fact). I'd wager Necrozma's plan also makes a lot of sense and is very reasonable: it just wants to ease it's constant agony by devouring light, and it wins in the end since it gets taken in by the player. He's not a "team" but he IS the main antagonist of USUM, so I think he counts.

The dumbest is Rose, because he's so absolutely retarded that I'm convinced he's a drooling mongoloid underneath that suit. I know he's supposed to be a glory hound and that everyone else in the game also calls him a fucking moron, but that doesn't change the fact that he's a fucking moron. If anything I think it makes it worse since they KNOW his plan is beyond fucking stupid and yet they did it anyway.

Neo-Team Rocket is the second dumbest since they're just a bunch of fucking retards who clog Johto down with pointless bullshit and accomplish nothing beyond being wastes of time.

I agree that neo team rocket didn't seem to have a plan and that they could have been implemented much better. That said, the low stakes nature of team rocket in generation 1&2 didn't rely on making the player character a "chosen one." I kind of miss that about the old games. Every other villainous team puts so much at stake- the region, the world, the universe. I'm fine with the big bad just being a crime boss who possibly funds shady experiments.

Ghestis's plan was taking the logic of "pokemon do everything" in the world to its extreme. If people feel it's wrong to have pokemon, then nothing can stop him when he swoops in with HIS pokemon.

Yeah, I'm not talking about stakes, I'm talking about relative interest and the threat they pose. NTR isn't remotely threatening or interesting in the slightest, if all you can say about them is 'well they're interesting because other villains in the franchise have stakes' then that's a really, really shit villain. And even TR from RBY are memorable, they killed a Marowak, have a charismatic figurehead, forcibly take over a company, created Mewtwo, etc. Neo Team Rocket just fucks around in some small town abusing Slowpoke, then fucks off for the rest of the game until they decide to rehash the Silph Co thing except with an even more anticlimactic and unsatisfying finish. And unlike Silph Co, you don't even beat them because they're in your way, you beat them because....I guess you should?

Low stakes villains who aren't trying to blow up the planet are fine. Villains that have zero presence or memorability in a story, should not be in said story. The only reason Rose is worse is because he also has zero presence and is just as much of an poorly made afterthought to have a semblance of a plot, and he's flat out retarded on top of that.

I never said they were interesting because they were low stakes. I'm saying I preferred the low stakes villains more because it doesn't rely on the character being some god send that partners with a legendary to prevent a catastrophe.
Also, memory is subjective. Just because you don't remember some key events (like their triggering magikarps evolution resulting in the red gyrados) and misremember others (TR created Mewtwo in the anime and manga. Despite all the Kanto remakes and retcons team rocket has never once been stated to have created Mewtwo in the games).
Lastly, you say low stakes villains are fine, but if they aren't in the story they don't belong there. Team Rocket and Team Skull are the only two teams in the mainline franchise that meet this criteria because every other evil team is either:
Summoning the box legendary
Requires the box legendary to counter the Pokemon they summoned.
That's not to say the inverse can't be pulled off. Plasma (in BW at least) are probably the best villains in the series, and the climax in sinnoh is pretty epic, but those evil organizations are tied to the story in a way that team rocket aren't.

That's three Rocket strongholds, compared to the three (Pokemon Tower, Game Corner, Silph Co) that appeared in Kanto.

Also, how can you call the Radio Tower anticlimactic and an unsatisfying finish compared to Silph Co? Giovanni gives no sort of conclusion and escapes, only agreeing to disband Team Rocket once being defeated at Viridian Gym. Whereas at the Radio Tower Giovanni never shows, the leaders admit defeat, and disband themselves, definitively ending Team Rocket.

Neither game is heavily focused on story. In both games, they are petty villains who have very little bearing on the player's goal or the climax of the games- becoming champion. They aren't intimidating, they show up sporadically throughout the regions but not around every corner. I don't know how you can say one iteration is a good example of a low-stakes villain, while citing the other as a problem, especially considering how similar their roles were in both games. Furthermore, many reasons you suggested they were memorable is based off appearances in other media, not the games.

How is Silph Co climactic? He says team rocket will never fall and escapes. That isn't satisfying or a conclusion. The radio tower at least sees Team Rocket disbanded.
