They are definitely getting top tier designs. However for some reason GF still felt the need to heavily gimp the speed stats of frosmoth and centiskorch because God forbid a regular bug type be too good

Just have bigger pokemon. Hell, just around Wailord length (15 meters) should be good. The truth is that many pokemon like Onyx, Gyarados, Charizard, Tyranitar, Garchomp, Sharpedo, the Nidos, etc are too small.

This is an interesting point you're suggesting here, because it seems to be one of pokemon's vague limitations on their creature designs. The same way there was kind of a soft rule of "no robots" for a long time it seems like there's also the general idea that pokemon are supposed to be companion-sized. There are plenty that are larger than the average adult, but few that are really excessively so. I suspect this is an integral part of pokemon's internal consistency and is unlikely to change outside of gimmicks like gigantamax, a couple big legendaries, and Wailord basically setting the cap on the upper size limit of normal pokemon.
