It should be reworked, not removed.
IV’s determining typing is archaic, but at the same time it should also be able to be physical. Does it end up on every team as a result? No, mostly just certain Pokémon who don’t have great coverage to begin with, but a really simple answer to fixing hidden power’s overusage here is to fucking provide Pokémon with coverage moves instead of focusing on improving shillmon every stupid generation. Just balance the movesets instead of being lazy and letting us be left with some autistic chore to get a bland move that hits a predicted encounter. It’s boring and it just encourages genning.
