Literally when mega and z moves was present, stall wasn't this bad in the previous generations, annoying yes but not this bad. This gen we lost them lost both mechanics which hurt non stall teams. We get dynamax which is more balanced than mega and z move since it last 3 turns, you can't switch, you can't run choice items. Smogon finds it as threat since it can deal with stallfags and bans it. Even when everyone can dynamax, and you can stall out a dynamax with max guard, protect, or another good defensive mon.
Smogon refuses to ban defensive mon, which are really good at defending this gen since they remove good offensive threats and dynamax. If they are not going to ban defensive mons, then make stall teams prohibited. Check for teams in team builder if they qualify for stall based on the moves and stat builds for each pokemon. If it goes over it is considered stall and should be banned to Uber. But smogonfags don't have the guts to balance a game they don't play or plays for over 100 turns.
