By level 20? Not really. If they did it right when they could during early encounters? Yeah, they would be a bit more. But they'd also give you an unhealthy amount of experience points to make other trainers even easier.

I remember a level 16 Raticate in Mt Moon. It was a boss in of itself. FRLG then replaced it with a couple level 13 Rattatas though. I was so disappointed. Literally the 1 thing RBY has over FRLG unless you like screwing with glitches
