For abilities, I'd make Blaze a Hidden Ability (this will be the case with all starters and their equivalent of Blaze) and give it two regular abilities. Solar Power (to keep it's previous role, since I don't think Drought would be that good for it) and Levitate (for Ground immunity). If you wanna use Charizard as a physical attacker, I think there should be a pure-Dragon regional form of Charizard (as well as for the other two Kanto starters, before you bitch at me), with reversed Atttack and Special Attack stats (as well as reversed Defense/Special Defense) and maybe Tough Claws as one of it's abilities
