For resistances I’d add ground water fairy and ghost as most Ice types are more designed as tanks and it doesn’t really make sense to overhaul them to fast sweepers so giving them more resistances especially to types that don’t have many counters can at least help those mons more
Make ghost and Dark types immune to hail damage so that Hail teams can actually have more options to work with without having to worry about chip damage (like how sandstorm has additional options via ground and steel) or dying to common fire and rock type moves, make hail boost Ice types defence by 50% and give some of the hail based abilities like slush rush to some ghost or dark types.
Finally, Overhaul frozen to basically be like burn but instead hinders special attack (as oddly enough there is no status condition or abilities that actually touches the special attack stat at all).
