In black and white two, theres a special area of Castelia city where you can catch Eevee, Skitty/Buneary, and Petalil/Whimsicott. Eevee in this particular area has a very low capture rate, but if you have a level 18 pokemon in your lead and use a repel, you can guarentee encounters with them as Eevee is the only pokemon there at/above level 18.
