Most of the "Evil Types" are literally evil or otherwise underhanded or criminal or whatever. But this over-literal representation of the Type isn't really necessary. Fire Types aren't literally made of fire (usually), they just control it. Why would an Evil Type need to be evil? They can just as easily be that Type because they happen to posses an evil force, like Darkrai who wishes not to harm anyone.
Absol is Dark Type because it predicts wicked or ill-fated things before they happen. Like how Vaporeon predict when it rains. Its horn basically acts like a black magic sensor, and it would need to be a Dark Type in order to have an affinity over such forces. It's not evil; it's special domain is evil.
I would also add that Absol's contradictory lack of evilness is the entire point in the first place, and is why its design incorporates a yin yang motif. The entire point of Absol is that it is saying that good exists somewhere within evil and vice-versa.
It is similar to the Grim Reaper for more than just the scythe face. Absol gets a bad rap because of the nature of his job, but though he is a shady creature he really just wants to help.
