Steel didn’t exist in gen 1 but the Magnemite family was made part steel, no gen 1 pokemon was made part dark outside of megas and regional forms

There are. Houndour and Murkrow exist and are exclusive to Kanto in the Johto games.
GameFreak has done everything in their power to retcon cross gen evos, day and night, and breeding out of Kanto ever since. The fact there aren't any dark types is just an unfortunate side effect of this.

Since Dark is the Evil type in Japan, they probably didn't want to retroaactively say a pokemon is evil. New forms with different behavior would still work though.

There are also gen 1 Fairy-types like Mr. Mime and Jigglypuff, when Fairy didn't exist in gen 1 either.

Personally, I've always thought Pinsir should've been retconned into a Bug/Dark type when Gen 2 came around.
