Why were learnsets such shit in Gen 1? Was it an intentional mechanic to force you to use your precious TMs carefully? Or did they just drop the ball?

Because it wasn't about competitive, so STAB wasn't important. It was more about flavor and physicality. If Shell Side Arm were Gen 1, it'd be Normal-type for instance since it's just smacking you with a shell arm.

Yes.

In general Pokemon had extremely limited level up learnsets until Gen 4 went full retard and just gave every Pokemon everything.

Kids just teach whatever moves sound cool. I used to teach all HMs to all my Pokemon as soon as I got them, when I was a small kid. I never saved TMs too, using them as soon as they came.

Also they didn't have Types until half the moves were finished, so a lot are weird retroactive bits. They also wanted to have more signature moves when they were developing the game like Gen 7/8, but clearly abandoned that. Honestly, motivations for Gen 1 are hard to find because a lot of it's just a shitshow of people way out of their depth scrambling to put a real game together.

Yes, it was 100% to get you to use TMs. I actually genuinely believe they should lean a lot more into this.
They should make level up movesets basic (Not as much as gen 1, but basic) and have there be LOADS of TMs to use through out the game, like legitimately 200 or so, that way players can't just rely on base movesets but will have to use their own creativity to customize their pokemon's moves themselves to be able to take on specific challenges as the player sees fit
