>>44575486The idea was for it to be terrible offensively which it was for a long time before fairy. It also used to be paired with subpar types or given to low end pokemon as a boost. I'm not a fan of steel myself but I think it is a shame that they took away some of its resistances, they should have made just more things resistant to it instead.
