If you can customize both characters' team, then the whole point of having two characters is moot as it's now no different than having a double battle with a singular character (except with an arbitrary limit on which pokemon can switch into which depending on which trainer it belongs to).
If the character doesn't just battle and just follows you around, then they're just there for story purposes and don't affect gameplay, which is fine I guess but also useless.
What I would do instead is something like DPPt and BW2 did. In those games you still only had one character, but you had several areas where a character would join you and the battles in that area would turn into Multi Battles until you cleared the area and the character would leave you. But instead of being different characters every time, it could be the same few characters and play into the story. For example, let's pretend SWSH had a more involved evil team wrecking havoc through the story.
You reach your first encounter with the evil team. Hop follows you around in a dungeon acting as your partner to fight the team.
You reach your second encounter with the evil team. Hop isn't around but Marnie and Bede are, and you get to choose which one is your partner for that dungeon.
You reach your third encounter with the evil team. All three possible partners are present and you choose which one joins you for that dungeon.
Fourth encounter, same.
Fifth encounter, same.
Endgame, the ending changes a little depending on which character you chose most often as a partner.
