Lopunny are rabbit dolls designed to be oddly sexual: their suggestive cry, the way they pose and move to give the illusion of T&A and their head reminding you of the Playboy logo are some of the most obvious ways they do this. I bet their specific brown color was chosen for this reason too.
The real question here is... why did they do this? Personally, I think they simply thought it would be awesome if they could pull it off.
