She's not OU, the current tier place Primarina resides in is UUBL, which going by technicalities it is OU but it is too damn niche to find a place in OU as of now because of Chansey and Blissey halting CMSub sets from sending stall teams to the deepest seafloor.
This however, is all in the context of "Primarina in OU" because UU banned Primarina for a good reason

Primarina isn't going back to UU and even the argument for "but what if something that checks primarina perfectly falls too!" would drop to the floor because UUBL would be the home for said checks and counters
